Naval, Biliran (7 June) – The shooting incident that took place infront of the building owned by the father of Congressman Glenn A. Chong at P. Inocentes St. this town at around 7:30 in the evening claimed two lives and wounded one. The same building serves also as the residence of the Chong family here in Naval.
The fatalities identified were Alberto “Inton” Parilla, the first councilor of Barangay Smo. Rosario and a first cousin of the late Biliran Governor Danilo M. Parilla while the other was Antonio “Tony” Barcelo, a retired police officer who was a close-in security escort of Congressman Chong.
Parilla died at around 8:55 in the evening while Barcelo succumbed to death at 10:30 pm at the Emergency Room Biliran Provincial Hospital.
The lone wounded close-in security escort was also a retired policeman named Jose “Joe” Casas.
According to Alberto Jusayan, 52 years old who was riding his motorcycle as part of the convoy escorting Charlie Chong, the father of Congressman Chong while on his way home from the A & C Town Center, said that a man quickly alighted from a car and immediately fired shots to his other companion.
Jusayan told that upon hearing the shots, he saw the bloodied body of Inton Parilla lying and immediately called for help but he saw Tony Barcelo’s body lying and informed him that he was also hit.
He said that he was even told by the assailant whom he saw was carrying a M16 baby rifle “dapa, dapa” and fired another shots to his other companion.
Jusayan recalled that the assailants numbering to four were not wearing bonnet or any face cover to hide their identities but he cannot identify yet who really they are.
Ading Caril, the driver of the Izusu Highlander owned by Charlie Chong also told that a car suddenly stopped near the vehicle he drives and the passengers of the vehicle quickly alighted and pointed their gun at him and grab him out of the vehicle.
He added that the suspects carted the vehicle he drives which serves as the gate away vehicle if the suspects.
The vehicle of the assailants, an old color green Lancer with plate number NMK 996 was left by the suspects infront in the house of Congressman Chong.
One of the close –in security escort of the congressman named Rodel Bareja, a retired police officer also informed that he managed to fire four shots at the vehicle driven by the suspects and he do not know whether he hit either one of the suspects.
One bystander a few meters away said that he saw a vehicle running going to the upper direction of PI. Garcia and learned later that the same was the vehicle taken away by the suspects. He even heard somebody inside the car that passes that “may tama ako”.
In an interview with Charlie Chong, he informed that he was on his first step of the stairs of his house when he heard gunshots and was immediately covered by Joey Ignacio, a security guard station in his store.
He said that when he looked back, he saw a young looking military man holding an M16 baby rifle who was part of the assailants. He added that he identified the face of the assailant but told he still cannot disclose the identity of the assailant this time.
He informed that this is the first incident that happened in his whole life where his life was at risk.
When asked if he received any death threats, he replied he cannot remember in his whole life that he received one.
Police operatives both in Naval Police Station led by PC Insp.. Martin L. Lagat and the Biliran Provincial Police Office led by P/Supt Alfredo Sabornido have already conducted a hot pursuit operation to get the suspects. – BiliranIsland.com
Naval, Biliran (8 June) – In the latest developments in the shooting incident that happened at around 7:30 in the evening of June 7 in front of the building located at P.I.Garcia St. owned by the Charlie Chong, a known local businessman in the capital town and the father of Biliran Congressman Glenn A. Chong, a suspect was now detained at the Naval Police Station.
Said building serves also as the residential house of the Chongs family in Naval.
The suspect was positively identified by Charlie Chong when he was presented to him by Biliran PNP Provincial Director Alfredo Sabornido in his house last night a few hours after the incident.
According to the Biliran solon’s father, the suspect presented was the one who aimed at him an M16 baby rifle but did not fired.

Based on the initial findings of the PNP, the suspect was SPOII Renato B. Saul, Administrative/Operations, PNCO presently assigned at the Biliran Police Provincial Office (BPPO).
According to SPOII Saul in an interview, he does not know the crime imputed by him and was so shocked about it.
SPOII Saul said that when the incident happened, he was inside his home together with his family.
He added that there were people who can support his claim of his whereabouts before and during the incident.
Meanwhile, the getaway vehicle was found in the vicinity of the Biliran Gun Club located in Barangay Bato, Biliran, Biliran at 9:15 this morning today.
In the special radio program at Radyo Natin-Naval this morning hosted by Boy Ty Farma and Ben Ricafort, Congressman Glenn A. Chong categorically blamed the shooting incident to the Espinas.
According to Boy Ty, he received information from some residents of Barangay Atipolo that allegedly the car used by the assailants was identified to be used by operatives of the Criminal Investigation and Detection Group (CIDG) stationed at Barangay Atipolo, Naval, Biliran.
During also the special program hosted by Aldrin Caing, anchor of the program Sibya sa Probinsya this morning, Biliran Governor Rogelio Espina make an appeal to the people in Biliran province to discern first before making any final judgement relative to the shooting incident.
Former Congressman Gerry Espina, Sr. also appealed to the Biliranons to remain calm and not to be carried away with their emotions relative to the incident.
Presently, the Biliran Police Provincial Office (BPPO) led by Provincial Director Alfredo Sabornido in cooperation with P/C Inspector Martin Lagat and all the PNP personnel of BPPO have now conducted a manhunt operation for the remaining suspects who were still at large this time and likewise made a thorough investigation of the shooting incident in order to get a possible lead that will eventually help solve the crime. – BiliranIsland.com
