<p>            NAVAL, Biliran – “Donations continue to pour in for the Naval Central School (NCS) Brigada Eskwela 2013 since it started on Monday, May 20,” said Herman Donato, school principal, in an interview with  PIA-Biliran.</p>
<p>            He informed that as of Thursday, May 23, two days before the weeklong Brigada Eskwela ends, NCS has received more donations in kind from generous donors, parents and private organizations.</p>
<p>            “The donations especially construction materials will be used for minor repairs and maintenance of school buildings and other fixtures of the school. Members of the community where the NCS is located likewise gave their donations like hollow blocks, cement, paint, among others for the same purpose,” he said.</p>
<p>            Brigada Eskwela is a nationwide voluntary effort that brings together teachers, parents, students and sectors in the community to do clean up and repairs in public schools to prepare the school facilities just in time for the school opening in June.</p>
<p>            “Through the years, since the Brigada Eskwela started in 2003, the participation of the different sectors in the community at the NCS has increased,” he added.</p>
<p>            Undertaken in all public schools every third week of May, two weeks before classes begin, Brigada Eskwela is participated by different sectors, to include local government agencies, local business and other groups.</p>
<p>            Volunteers do various work inside the school campus like  repainting of classrooms, furniture repairs, clean up of school grounds and many other tasks.</p>
<p>            Brigada Eskwela is an activity where true “bayanihan”  spirit is demonstrated by the volunteer sectors in the community.</p>
<p>            Now on its 10th year, Brigada Eskwela carries the theme “Isang Dekada ng Bayanihan sa Paaralan. (PIA 8 Biliran)

<p>            NAVAL, Biliran – The Department of Public Works and Highways (DPWH) Internal Audit Service (IAS) from Central Office in Manila conducted a management audit of the Biliran District Engineering  Office (BDEO) recently.</p>
<p>            This was learned in a report sent to PIA-Biliran by BDEO through Engr. David Adongay, Jr., District Engineer.</p>
<p>            He informed that the audit process conducted by DPWH-IAS focused more on planning, programming, design, eligibility, bidding, awarding and contracts process; receipt and utilization of funds; receivables and payables; as well as supply and property management.</p>
<p>            Led by Mr. Romualdo Suyom, supervisor, the audit team completed its work in a period of nine days.</p>
<p>            Engr. Adongay said that the objectives of the audit were to appraise whether internal control components at the BDEO were well designed and properly implemented; evaluate whether internal control objectives were achieved and; evaluate the control effectiveness of operating system and support systems for a specific period or date.</p>
<p>            Furthermore, he said that the management audit is one of DPWH’s way of evaluating the performance of every DPWH unit whose concern is the effectiveness and economy in the use of resources with reference to efficiency and  in accordance with applicable regulations which is Management Accountability.</p>
<p>            The audit was started with a conference on the first day of the audit process with key officials of BDEO and the audit team. Said conference was held at the BDEO conference room, said Engr. Adongay.</p>
<p>            The DPWH internal auditors from IAS scrutinized BDEO in every aspect of the audit points for nine days.</p>
<p>            The audit ended with an exit conference.</p>
<p>            In a phone interview with Engr. Adongay today, he said  “the results of the audit was very inspiring, although, there were some points  given by the audit team to BDEO that need to be improved and strengthened”.</p>
<p>            “BDEO was congratulated for the positive results and success of the audit,” he said further. (PIA 8 Biliran)

<p>NAVAL, Biliran   – Naval, the capital town in Biliran province is adding another feather on her cap as it topped the 2012 provincial nutrition evaluation among the eight towns in the province.</p>
<p>The municipality of Naval landed at the top based on the final results of the Monitoring and Evaluation on Local Level Plan Implementation (MELLPI) on Nutrition conducted recently.</p>
<p>MELLPI is an annual evaluation conducted by the members of the Biliran provincial nutrition committee (PNC) to assess the efficiency and effectiveness in the implementation of the programs, projects and activities geared towards improving the nutritional status of 0-71 month old children and schoolchildren.</p>
<p>The PNC in Biliran province conducted the annual MELLPI in the following municipalities with the corresponding schedules: April 15-Naval; April 16-Caibiran and Culaba; April 17-Cabucgayan and Biliran; April 18-Kawayan and Almeria; April 19-Maripipi; and April 22-consolidation of results of MELLPI.</p>
<p>The ranking of the eight towns in Biliran province based on the MELLPI results are as follows:Naval-71.86%;Almeria-70.64%;Caibiran-68.19%;Kawayan-66.52%;Maripipi-65.17%;Biliran-60.31%;Cabucgayan-56.09%; and Culaba-47.84%.</p>
<p>For her part, re-elected Naval Mayor Susan V. Parilla in a telephone interview was elated with the recent achievement of the municipality and thanked Dr. Fernando B. Montejo, municipal nutrition action officer (MNAO), as well as the other officials and employees of the municipality who have contributed for what the town has achieved in terms of getting the recent citation on nutrition.</p>
<p>Mayor Parilla told not to rest on what the town has achieved on nutrition but rather to continue working hard to be able to sustain said achievement in terms of the nutrition program of the town.</p>
<p>“Nutrition program of Naval is not only focused on children, though we give priority to them, but it is based on a holistic approach where everybody in the community can avail of and be benefitted”, Mayor Parilla stressed.</p>
<p>The lady chief executive of Naval town also emphasized to give more focus on the identified families with malnourished children in the municipality so that the town’s malnutrition problem will be properly addressed and solved. (PIA-Biliran)

<p>MAJOR ruling political families in Eastern Visayas are still assured to continue with their dominance on their respective turfs with the only exception of the Dazas in Northern Samar, ironically supposed to be the bailiwick of President Benigno Aquino III&#8217;s Liberal Party (LP).</p>
<p>In Leyte, the dominance of the Romualdez and Petilla families remain, as both Leopoldo Dominico Petilla and Ferdinand Martin Romualdez were unopposed on their respective bids for governor and congressman.</p>
<p>Petilla (LP) still managed to collect more than 300,000 votes, while Romualdez obtained 107,627 votes.</p>
<p>Romualdez (Lakas-CMD) was proclaimed last Wednesday at 5:45 p.m. while the members of the provincial board of canvassers proclaimed Petilla Thursday night.</p>
<p>Romualdez represents Leyte&#8217;s first congressional district, which includes Tacloban whose re-elected mayor, Alfred Romualdez, is a cousin.</p>
<p>What makes Alfred’s poll victory sweeter was his opponent, Representative Florencio Noel of the An Waray party-list group, was endorsed no less by the President and sister, Kris Aquino.</p>
<p>In Biliran, the smallest province of the region comprising of eight towns with a voting population of 104,712, is still dominated by the Espina family.</p>
<p>Both its governor, Gerardo &#8220;Boy&#8221; Espina Jr. (LP) and its lone congressional representative, Rogelio Espina (LP), trounced their respective rivals.</p>
<p>The re-elected governor obtained a total vote of 47,066 against his closet rival Niceto Limpiado (Pwersa ng Masa) who only obtained 25,095 votes. His elder brother Rogelio won over his old rival, ex-representative Glen Chong (Pwersa ng Masa).</p>
<p>Espina, who is seeking for his second term, obtained 46,072 against Chong&#8217;s 35,421 votes. Both were already proclaimed at 12:59 a.m. Thursday by the provincial board of canvassers.</p>
<p>Another brother tandem, this time in Southern Leyte, are sure to continue on their grips of the provincial political landscape.</p>
<p>Roger Mercado (National Unity Party) is enjoying a wide lead against his opponent, Robert Castañares (LP). Comelec counts disclosed that Mercado had 92,603 votes against Castañares&#8217; 58,293 votes.</p>
<p>His brother, Damian (NUP), is also enjoying majority votes compared to his three rivals who included Rosette Lerias (LP), whose family had dominated the province for decades.</p>
<p>So far, Damian collected 85,919 votes while his closest rival, St. Bernard Mayor Rico Rentuza (Akbayan) has only 34,239 votes. Lerias, in the other hand, has 31,640 votes.</p>
<p>It is still a Tan country in Samar, which comprise of two cities and 21 municipalities, as three of its members appear to get re-elected.</p>
<p>Family matriarch, Milagrosa Tan (NPC), is on her way for a second term at the House of Representatives as she has obtained a big margin of vote against her opponent, Eunice Babalcon (LP).</p>
<p>As of Thursday morning, Tan has a total vote of 62,516 against Babalcon&#8217;s 52,209 votes. Her son, Vice Governor Stephen James (NPC), is sure to return to his post for the second term as he obtained 103,189 votes against his rival, former Basey town mayor, Wilfredo Estorninos&#8217; 76,905 votes.</p>
<p>Governor Sharee Ann Tan (NPC), seeking for her second term, is still facing a tough battle with Aika Uy (LP) with only a few thousand of votes separating them.</p>
<p>So far, Tan managed to collect 106,948 votes, while Uy has 103,895 votes, a margin of 3,053 votes.</p>
<p>While the political families in the region are enjoying another fresh mandate from their respective electorate under allegation of massive vote-buying during election, it is not true in Northern Samar.</p>
<p>Based on Wednesday night’s tabulation of the provincial board of canvassers, Representative Raul Daza and his son, Governor Paul Daza, are on the losing side.</p>
<p>The Dazas, particularly the elder, are stalwarts of the ruling LP with no less than the President campaigned for their reelection.</p>
<p>The elder Daza appears to be defeated by his long-time political rival, Harlin Abayon. Latest poll count revealed that Daza has only 44,281 votes compared to Abayon&#8217;s 49,451 votes.</p>
<p>His son, Paul is heading for an exit after serving once as a congressman and now as a governor for a term. His rival, Jose Ong, is way above him by more than 35,000 votes.</p>
<p>So far, Daza has a total vote of 102,258 as against Ong&#8217;s 138,248 votes.</p>
<p>An ally of the Dazas, incumbent Vice Governor Ram Uy, is also losing heavily against Representative Emil Ong for the province&#8217;s second district.</p>
<p>Ong was proclaimed Thursday night with a total vote of 71,533 against Uy&#8217;s 46,988 votes.</p>
<p>Elsewhere in Eastern Samar, Ben Evardone was proclaimed Thursday night with 113,346 votes against his rival.</p>
<p>Incumbent Governor Conrado Nicart Jr. was also proclaimed as he garnered 108,344 votes. (Sarwell Meniano/Leyte Samar Daily Express)

<p>The Technical and Institutional Services Department personnel of the Biliran Electric Cooperative, Inc. attended the half-day operational plan briefing dubbed Oplan Bantay Kuryente 2013 in line with the forthcoming May 2013 national and local elections today, May 9, 2013 at the BILECO Kiosk, Caraycaray, Naval, Biliran.</p>
<p>As a deputized agency by the Commission on Elections (COMELEC), BILECO’s prime objective is to provide a reliable and efficient power supply throughout its coverage area a day before, during and after the conduct of elections.</p>
<p>Engr. Gerardo Oledan, Department Manager of the Technical Services, highlighted the need to follow protocols so as to keep with its mandate of delivering electric power as efficiently as possible. The key areas in the overall operation scheme that were addressed are power reliability, operational setup, communication tasks and procedures and security. Job and vehicle assignments were also introduced. Field personnel will be deployed to seven municipalities in the morning of May 12, Sunday, to advance the implementation of the Oplan until the evening of May 14, Tuesday.</p>
<p>Engr. Oledan added that with much anticipation on what may arise during the crucial period, the TSD had undertaken measures to allay, if not totally avoid disruptions and other forms of power failure. A close coordination with the COMELEC with regards to clustered polling precincts was established to ensure reliable power supply during the three-day period. Back-up generators in each municipality is also deemed part of the system plan. In the event of power shortage, commercial establishments, except media outlets and telcos, will be monitored as to their compliance of the voluntary load curtailment.</p>
<p>PNP personnel will also be deployed to the BILECO substation to ensure security to the pivotal area of operation. ISD likewise established a dedicated Communication Network Center (COMCEN) utilizing all available communication equipment such as VHF radio, landline telephone, cellular phones and internet to serve as the hub in monitoring the power status and relaying instructions to the field.</p>
<p>In his message, Mr. Marlon B. Roa, General Manager-CEO, expressed the need for team spirit during these times to fully attain the ultimate goal of delivering its monumental duty. He likewise emphasized that BILECO’s strenuous preparation for the election is not just a sheer compliance to the COMELEC or to the National Electrification Administration (NEA). Most notably, it’s a symbol of BILECO’s unremitting support and dedication towards achieving peaceful, clean and honest elections.</p>

<p>TUCDAO, Kawayan, Biliran &#8211; An armed encounter took place on Saturday, May 11, at approximately 10 in the morning in Barangay Tucdao, Kawayan in Biliran province with only three days left before the synchronized May 13, 2013 national and local elections.</p>

<p>According to Jose Dagandan in an interview with Biliranisland.com, a resident of Barangay Tucdao who witnessed when the encounter happened, he saw a pick-up type Toyota Hilux car tailing a Toyota Fortuner car along the national highway in the vicinity of the barangay.</p>
<p>Dagandan narrated that he saw the Toyota Hilux turned to a road in said barangay and all of a sudden fired a shot on the Toyota Fortuner that already stopped at that time.</p>

<p>He said that the persons on board the Toyota Hilux numbering to four continued firing at the Toyota Fortuner while it was running on reverse away from the crime scene.</p>
<p>An ambulance has arrived in the area and the Toyota Hilux immediately run away from the area where the incident happened, he added.</p>
<p>The witness also told he was not able to identify the plate number of the Toyota Hilux because the people living near the area including him have hide because of fear and for their safety.</p>
<p> He also saw a person alighted from the Toyota Fortuner and immediately rolled on the ground and run for safety in a house near the road.</p>
<p>On the other hand, the driver of the Toyota Fortuner owned by former Congressman Glenn Chong named Edgar told Biliranisland.com that the Toyota Hilux with plate number 888 owned by Rudy Espina, was already tailing them in Barangay Ungali while they bought candies in a store in said barangay.</p>

<p>Edgar said the Toyota Hilux proceeded to Barangay Ungali but was just parked and waiting in the entrance arc structure of the barangay.</p>
<p>The Toyota Fortuner passed by the Toyota Hilux on standby but then the latter continue tailing them until they reached Barangay Tucdao where they went to a certain Edu, he further said.</p>
<p>He added that the Toyota Hilux passed at them, came back and parked in the waiting shed of the barangay and then a person alighted from the Toyota Hilux and fired at them once.</p>

<p>The driver of the Toyota Fortuner said that he alighted from his vehicle after the first shot and run at the back of a house for his safety leaving a certain Sir Pat on the vehicle.</p>
<p>Edgar categorically said that they did not return fire since they have no firearm and that he did not know what happened next since he was already hiding.</p>
<p>A certain person who was also on board the Toyota Fortuner bearing the surname Dela Pena told in an interview with Biliranisland.com that he and his other companions in the car took cover inside the car at the time of the encounter.</p>
<p>He told that he heard not only a single gunshot but several gunshots while they took cover inside the car for their safety.</p>
<p>After the encounter happened, members of the Philippine Army went to Barangay Tucdao to track down the suspected armed men involved in the encounter based on a video taken by Biliranisland.com.</p>
<p>In the video, one of the members of the army said that they went to Tucdao when they received a text message from a certain Junjun informing that the suspects were hiding in the area.</p>
<p>The army troops went and searched first the Tucdao barangay health station and after to the house of a certain Dory Tolentino in the video taken.</p>

<p>Said BI.com video showed three bullet holes in the Toyota Hilux, one at the left door and two at the rear left side of the said car while the rear left tire of the Toyota Fortuner was inflated, its rear windshield was broken and a bullet hole on its rear side was found.</p>

<p>Meanwhile, a person named Norbert Nierras, 46 years old, a resident of Bernardes Village, Naval, Biliran, a driver of Kawayan Mayor Rodolfo Espina, who was wounded in the encounter in Tucdao, was admitted in the Biliran Provincial Hiospital (BPH) at around 11 in the morning and is in critical condition.</p>

<p>In a statement, Kawayan Mayor Rodolfo Espina said they will just wait for the results of the investigation conducted by the members of the scene-of-the crime operatives (SOCO) who were now conducting an investigation of the incident in Tucdao, Kawayan.</p>
