Biography

“Only a life lived for others is worth living.” Albert Einstein said this. And this has been the guiding principle in Director Ralph “RAFFY” Ang Salazar’s life. Despite being born into a privileged life, Raffy as his friends and family call him, has continually shown his compassion for the less fortunate and has dedicated himself to a life of service for others.

Raffy was born on April 8, 1964 to Atty Ramon “Monching” Veloso Salazar who hails from Tacloban and Consuelo Veneracion Ang who comes from Kawayan, Biliran. Raffy’s father, who belongs to the famous Veloso Clan, was a former Constitutional Convention delegate in 1971 representing Biliran and the third district of Leyte. Raffy is the fourth child among nine children who are all professionals in the various fields of law, engineering and medicine.

Raffy finished elementary and high school at Sacred Heart College. Early in life as a teenager, he already showed signs of leadership potential when he was elected as President of Sacred Heart School Student Council in fourth year high school. Raffy then went to Divine Word University and finished a degree in Civil Engineering..

Pursuing his interest in the field of engineering, at a young age of 22, Raffy formed his construction firm, Tacloban RAS Construction, specializing in roads and bridges. At the same time he formed another company, RAS Construction, which engages in the supply of aggregates. This became the backbone of his financial successes.

On the home front, Raffy enjoys the support of his wife and children. He is married to Dra. Anita Lee, a doctor by profession and their union is blessed with four kids, three girls and one boy. The eldest is Abigail who graduated Salutatorian and will pursue her collegiate studies next year at Dela Salle University. She is followed by Anna Rina who will be third year high school next year. Ariana is the third from the eldest and just graduated from elementary this year. And finally, the thorn among the roses Ralph Jr., who will be grade two next year. All of his children are studying in Sacred Heart College in Tacloban City.

Not satisfied with achieving success in both family and business, Raffy then turned his eye on giving back the blessings which he has received. This started him on the road to community service and prepared him for assuming leadership positions. As part of his socio-civic responsibilities, he joined the Tacloban Love Jaycees and served as its Director for two years. He also joined the Rotary Club of Leyte Gulf and became its president in 2006. On the same year he was awarded by Rotary International District 3860, which comprises all clubs from the Visayas and Mindanao, as “Most Outstanding Club President.” In addition his club, the Rotary Club of Leyte Gulf was also awarded as “Most Outstanding Club” for Rotary Year 2006-2007.

Raffy Salazar’s stint in government started in 2001. Owing to his business acumen, and recognizing his leadership and exemplary civic-spiritedness, no less than the President, Her Excellency Gloria Macapagal Arroyo appointed him as Director of the Bataan Shipyard Corporation (BASECO) at a young age of 36 in 2001. He was Director of BASECO until 2004. By virtue of his outstanding performance, President Arroyo appointed him as Director to a much bigger and prestigious corporation, the Philippine National Oil Company-Energy Development Corporation (PNOC-EDC). It was during his stint at this corporation that Director Raffy Salazar honed his expertise in geothermal and renewable energy sources. He was Director of PNOC-EDC until 2007, when it was privatized by the government and sold to the Lopezes.

And in October of 2008, President Arroyo, cognizant of his expertise in the energy sector, once again appointed him as Director for the Philippine National Oil Company-Alternative Fuels Corporation (PNOC-AFC). At present, Director Raffy Salazar is concentrating his efforts of bringing Jatropha in Biliran and thereby affording farmers the opportunity for additional income.

So far, Director Salazar has already launched a Jatropha plantation in Brgy Kapinyahan, Naval Biliran. Some twenty-five hectares are planted to Jatropha wherein the PNOC-AFC entered into a Memorandum of Agreement with the Brgy Kapinyahan Farmers Cooperative.

Indeed, Director Raffy Ang Salazar has gone full-circle in terms of service and community involvement. He has lived a life for others and will continue doing so if only to give back to the less fortunate what the Lord has given him in terms of blessings.
