Naval, Biliran (22 June) – No less than the top official of the Department of Social Welfare and Development (DSWD) in the country in the person of Secretary Celia C. Yangco graced the turn-over and blessing ceremony of the Phase-II of the Core Shelter Project in the province of Biliran.
Sec. Yangco who was accompanied by DSWD-8 Regional Director Letecia T. Corillo and other key officials of DSWD-8 personally witnessed the turn-over and blessing ceremony of the 50 housing units located in Sitio San Roque in Barangay Larrazabal, Naval Biliran yesterday.
The new nits are constructed in an almost two hectares lot owned by the provincial government of Biliran. It is situated beside the 100 housing units under the Phase-I of the Core Shelter Project that accommodated families who are victims of typhoon Milenyo in 2006.
Phase-II of the Core Shelter Project is a project jointly funded by the DSWD and the Provincial Government of Biliran aimed at providing decent concrete homes to families residing near the shoreline whose houses were destroyed by typhoon Frank which hit the province sometime in 2008.
Each unit of the Phase-II of the Core Shelter Project which costs P90,000 has a floor area of 5×4 meters. It is designed to withstand a 180 wind velocity and an earthquake with a moderate intensity level.
DSWD has allocated P3.5M for the project while the province of Biliran has allocated P10,700 per housing unit.
Secretary Yangco in her message during a short program at the project site stressed the role of the beneficiaries in the Phase-II of the Core Shelter Project in the development and progress of the new established community they are living at present.
Secretary Yangco pointed out that each member of the community has the obligation to participate in any undertaking geared towards the upliftment of the whole community especially in giving importance to education by sending their children to school.
She also emphasized the cooperation and unity of the families living in the housing project in order to achieve a wholesome and peaceful environment and get involved in productive activities that would help improve their economic life.
The turn-over and blessing ceremony was attended by Biliran Governor and now Congressman-elect Rogelio J. Espina and some department heads in the province of Biliran, Lino Severino, Vocational Administrator of Cabucgayan National School of Arts and Trades (CNSAT) and employees of some national government agencies and local government officials in the province of Biliran. Lakas-Kampi ‘Trojan horses’ to dominate LP

Members of the outgoing ruling coalition, Lakas-Kampi-CMD, are set to dominate the House contingent of the Liberal Party when the 15th Congress opens next month.
The move, described by Bayan Muna Rep. Teodoro Casiño as “unprincipled on the part of Mrs. Arroyo’s allies,” would practically keep members of the Lakas-Kampi-CMD in a position of strength within the incoming administration with its members almost equally divided among the majority and the minority blocs in the House.
“Company union is not allowed,” he stressed.
Casiño, who is among those set to join the incoming administration’s coalition, explained that the members of the Lakas-Kampi-CMD should confine themselves to the minority bloc “where they have decided to stay.”
Around 50 percent of all the members of the Lakas-Kampi-CMD in the House were set to take their oath as Liberal Party (LP) members yesterday.
Quezon City Rep. Feliciano Belmonte, the LP’s bet for the speakership race, claimed that at least 60 members of the
Lakas-Kampi-CMD have pledged to support him come July 26 when Congress opens and the Speaker’s post is put into a vote.
House tradition has it that those who vote for the winning Speaker would be joining the majority bloc and those who vote for the losing candidate would go to the minority bloc.
Bayan Muna Rep. Neri Colmenares had warned Belmonte about entering into a coalition with his former colleagues in the Arroyo-backed Lakas-Kampi-CMD even as Nueva Ecija Rep. Rodolfo Antonino said there were no strings attached to the party decision to support Belmonte.
He added there’s a large faction in Lakas that would like to play a positive role in terms of the legislative agenda and policies the incoming administration would like to pursue.
Antonino, however, stressed that the incoming administration should ensure that House of Representatives as an institution should be spared from any controversies hounding outgoing President Arroyo.
He said there were no conditions set as far as protection of Arroyo is concerned.
According to Antonino, the Lakas-Kampi-CMD-feels that the House should not be used as a venue in pursuing any of the potential cases that may be filed against Arroyo.
He stressed that the House should be insulated from these issues that would purportedly result in divisiveness.
The oath-taking of new LP members was to be administered by Sen.-elect Franklin Drilon, the party chairman.
Saranggani Rep. elect Manny Pacquiao was among the initial list of 28 lawmakers who would take their oath as members of the LP.
The 27 other would-be LP members are Representatives Sergio Apostol (Leyte), Maria Carmen Apsay (Compostella Valley), Amado Bagatsing (Manila), Ma. Jocelyn Bernos (Abra), Jose Carlos Cari (Leyte), Max Dalog (Mt. MANILA, Philippines — The incoming administration should create an independent commission to go after “those who robbed and stole from the country,” the cofounder of Transparency International said yesterday.
Speaking before members of the Makati Business Club (MBC) and the European Chamber of Commerce of the Philippines, Michael Hershman said the administration of President-elect Benigno Aquino III should live up to its promise to stamp out corruption by relentlessly going after thieves in the government.
“Go after those who robbed and stole from this country. They must be held accountable, and this time, it has to be done for real. They must go to jail if found guilty of corruption and their assets must be seized and returned to the public treasury,” said Hershman, who is also the president and chief executive of the Fairfax Group.
Recover the money
“Go back 10 or 15 years and look at the breakdown of systems and controls. Try to recover the money that has been stolen from the country. But don’t do it unless you have a judicial system that can penalize those who broke the law,” he said.
The Philippines is ranked 139th out of 180 countries on Transparency International’s corruption perception index, 28 places behind Indonesia and the lowest of the major Southeast Asian nations.
Concerns about endemic corruption and weak institutions have seen foreign investment in the Philippines lag behind those of its neighbors.
But Aquino should not expend too much of his own energy to go after those who have stolen and continue to steal from the country, Hershman said.
Instead, an independent commission should be formed to handle such cases with “no fear or favor,” he said.
Full disclosure
Hershman also said there should be greater transparency among government officials, starting with the members of the incoming Cabinet.
He said the new officials should disclose their assets at the onset.
“Integrity pacts” should likewise be required in all government procurements and deals “to prevent middlemen from passing money to government employees,” he said.
Hershman said there should be transparency in the private sector as well.
“Companies that don’t do the right thing should be subjected to peer pressure and public scrutiny. In biddings and other undertakings, exclude companies that don’t follow the proper processes. This way, we can level the playing field,” he said.
Toolkit for business deals
In an interview with the Inquirer, MBC executive director Alberto Lim said local businesses had initiated a move to “clean our own ranks” by developing a toolkit that would serve as guideline for all business dealings.
“We want to have clear rules, a code of conduct that will guide people on how they act and companies on how they operate,” Lim said.
He said the government
also had to do its part by ensuring transparency in bidding processes “to encourage businesses to invest, especially on public infrastructure.”
“Businesses are still reluctant to invest because the rules are not clear or sometimes favor a certain group of people. We want this to change,” Lim said.
No instant changes
Ramon del Rosario, who served as finance secretary under President Fidel Ramos, said people should not expect instant and dramatic changes once Aquino is sworn into office on June 30.
“The prosecution of erring officials will be a significant breakthrough, but this will not be enough,” Del Rosario said.
“This is not a fight only against public sector corruption but also a commitment to clean our own ranks. Thus, we can’t count on the Aquino administration to take on the fight alone. We must do our part,” he said.
Aquino’s clean image and the trust Filipinos have in his family’s name were factors in his big win in the May 10 presidential election.
His nearest rival was Joseph Estrada, who was forced from the presidency in 2001 over corruption charges. He was convicted of plunder in 2007 but was quickly pardoned by his successor, outgoing President Gloria Macapagal-Arroyo.
Said Hershman: “I don’t understand how someone could be convicted of a crime here, pledged not to run for office, and wind up as the No. 2 candidate for the presidency. I don’t understand that philosophy. You can’t let that happen.”
Ms Arroyo herself is dogged by allegations of corruption, electoral fraud and rights abuses, which she denies.
