To All Biliranons
I would like to appeal to your kind generosity to support Biliran Kawsa with its campaign to raise funds required by the House of Representatives Electoral Tribunal (HRET) and COMELEC in the conduct of manual recount of ballots in the past May 2010 local elections in the Province of Biliran.
Although any amount will be appreciated, the amount required by law is P1500.00 per ballot box. There is a total of 166 clustered precincts in Biliran
Biliran Kawsa aims to restore the trust of the Biliranons in the electoral processes in Biliran and effectively, in our national electoral system, by insuring, that the true will of the Biliranons will be reflected in the results of any future elections. The results of this recount will erase doubts as to the authenticity and accuracy of the results of the 2010 elections; and will give the rightful candidates clear mandate required to instil political stability in our province.

HRET has issued today, 17th of September 2010 the order for Atty. Glenn Chong to deposit the amount required by law to give way for the manual recount of the votes in the past May elections. I believe that the deposit has already been paid. The retrieval of ballots comes next.
There is no truth to Mayor Gerry Espina’s pronouncements that the recount of votes for the local elections will be held after the Vice Presidential recount. Comelec has not issued an authorization for Atty Japson to retrieve the ballots supposedly for the Vice Presidential recount.
As such, I call on all Biliranons who signed the protest action to be more vigilant and take active participation in securing the ballot boxes until all have been sealed and delivered in compliance to the order from Comelec Manila, not just Atty Japson of Comelec Provincial office. Let us not allow Atty Japson to execute any order other than that coming from COMELEC, MANILA.
Atty Japsonn needs to produce an authenticated copy of the order from COMELEC Manila before he can touch any of the ballot boxes now stored in the municipal locations. There should be no movements of the boxes until an authenticated order is presented.
I encourage everyone to make sure that video cameras as well as digital cameras be used to record any activity that indicates movement of the ballot boxes. Any irregularity must be reported to the organizers of Biliran Kawsa.

In addition, the House of Representatives Electoral Tribunal (HRET) will issue the order for the retrieval of the ballots for the Congressional recount. Comelec will issue the order for the gubernatorial protest. Presidential Electoral Tribunal (PET) will oversee the recount of the Presidential recount.
At this stage there is no order from PET for retrieval of ballot boxes. HRET and COMELEC will soon order the retrieval of ballot boxes for the congressional and gubernatorial recount.
Once again, the motions filed by Espinas lawyers with the COMELEC for the gubernatorial recount has been denied. I expect an order to deposit the amount required to be issued any day now.
Let us all go out and secure the ballots. Any attempts by the Espinas to move the ballot boxes through Atty Japson of Comelec, must be reported to Comelec Manila and HRET through Biliran Kawsa.
These attempts will be viewed as deliberate acts to frustrate the will of the Biliranons. If Kawayan Mayor Gerry Espina Sr is confident of their win, then he must refrain from misinforming the Biliranons and must desist from any attempts to tamper with the ballot boxes. Manila is watching.
