DILG tutors Biliran officials on local legislation

TACLOBAN CITY Leyte – In order to improve the knowledge and skills of local officials on local legislation, the Department of the Interior and Local Government (DILG) conducted a seminar-workshop on local legislation from February 17-18, 2011 in Cebu City.

Mr. Myles Colasito, the DILG information officer said the seminar was conducted in cooperation with the Biliran chapters of the Vice Mayors League of the Philippines (VMLP) and the Philippine Councilors League (PCL).

The participants included municipal mayors and their executive assistants, vice mayors, sangguniang bayan members, sanggunian secretaries and staff, and municipal DILG officers from Biliran’s eight towns, said DILG OIC-Provincial Director Jesus Naquila.

The first day tackled topics such as the overview of local legislation: nature and source, composition, administrative requirements upon assumption to office, vacancies and succession as well as powers and duties of members of the sanggunian.

On the second day, DILG-8 regional legal officer Atty. Darwin N. Bibar discussed the nature and processes to be observed in administrative investigation, recent opinions from DILG and jurisprudence from the Supreme Court.

Studies on decentralization and local autonomy have emphasized the importance of enhancing the efficiency of sanggunian performance toward local development.

The seminar workshop on local legislation is being conducted by DILG as part of Component 4 of its Newly Elected Officials (NEO) training Program, which aims to further hone the skills of local officials to effectively and efficiently fulfill their duties.

“As partners for development, we need to push local government units to greater heights in their pursuit for improved local governance”, DILG Region 8 Director Francisco Jose said. (PIA 8)

    This is one political filipino trait when it comes to election that MUST change! Nobody concedes defeat, ug pilde gilingbugan. Labi na ni si Glenn, anogon jud kay I thought when he first won na he would be an example of how a winner should portent to be, instead nagsigue lang ug pang yawyaw nga walay hinundan against the Espina’s! So the people wised up and threw him under the bus! Let this be a lesson to upcoming politicians na ug magdaug mo do the job that the people elected you to do, and stop going after the person that you defeated!

    I don’t know why they do not reveal the reason for the closure of the Rural Bank?? Mao jud na ang ato Govierno!
