Biliran, Almeria in Biliran to receive excellent performance in governance

PALO, Leyte -The municipalities of Biliran and Almeria in Biliran province were recognized Wednesday for qualifying to receive the seal of good housekeeping or excellent performance in governance in their respective localities by the Department of the Interior and Local Government (DILG).
The award was given by DILG Undersecretary Austere Panadero to Biliran Mayor Leandro Enage and Almeria Mayor Dominador Agajan during a forum held at the Department of Education regional office function hall.
The high performing local government units (LGUs) will receive a Performance Challenge Fund (PCF) of P1-million each after they were conferred with the Seal of Good Housekeeping.
The “good housekeeping seal” is given to LGUs that have excelled in the areas of planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization, he said.
“More LGUs are becoming high achievers, showcasing reforms and innovations in good governance in their towns and cities,” Panadero said.
According to Panadero, there are 300 LGUs in the country that are eligible to receive the award this year.
Aspiring LGUs have “no adverse” report from the Commission on Audit, which means that they should have complied with all the requirements of the government’s auditing.
The PCF, which has a P500 million fund allocated by Congress, is an incentive granted selectively by the government to best performing local government units that have excelled in the delivery of various public service to their respective constituents.
The incentive, on the other hand, should be used for the implementation of priority projects of LGUs aligned to national government priorities in order to achieve the Millennium Development Goals, as well as maintain core road network to boost tourism and local economic development and comply with the Philippine Disaster Risk Reduction and Management Act of 2010 and Ecological Solid Waste Management Act of 2000.
