Biliran PDPFP presented in a public hearing

NAVAL, Biliran – The draft Provincial Development and Physical Framework Plan (PDPFP) of the provincial government of Biliran was presented in a public hearing this morning, Wednesday, August 3, 2011 at the Governor’s Hall at the 3rd Floor of the Capitol Building in Barangay Calumpang, Naval, Biliran.

The activity was attended by the municipal planning and development officers (MPDOs) of the eight municipalities of Biliran province, concerned national government agencies based in the capital town of the province, which is the municipality of Naval, some members of the Sangguniang Panlalawigan (SP) of Biliran and the identified publics.

In his presentation of the draft PDPFP, Engr. Danilo Bonifacio, a civil engineer by profession and the Provincial Planning and Development Officer (PPDO) of the provincial government of Biliran, said that they have conducted a series of workshops and have made several revisions in order to enhance the plan.

He said, the main objective of the public hearing was to present the PDPFP to the stakeholders for them to be informed of the significant parts of the plan and also to encourage participatory review of the important features of the said plan.

Likewise, he said, the public hearing aimed to generate the concerned agencies’ ownership of the plan as they were part of the efforts in drafting the provincial document.

He said, the provincial government of Biliran headed by Governor Gerardo “Gerryboy” Espina, Jr. through the Provincial Planning and Development Office (PPDO) used the integral approach in the preparation of the plan to ensure that effective implementation of the programs, projects and activities (PPAs) will be achieved.

The PDPFP serves as a master plan of the province which identifies strategies to attain the development goals with corresponding PPAs geared towards the upliftment of the lives of the people in the area.

The PPAs identified and listed in the drat PDPFP likewise serve as primary inputs to provincial investment programming, budgeting and program and project implementation.

Engr.Bonifacio said, the draft PDPFP will undergo several revisions yet before the final copy will finally come out. “The comments and suggestions gathered in this mornings public hearing will be considered in fine-crafting the PDPFP,” he said.

By then, he informed, the plan will be submitted to the Biliran SP for approval. (FPE/PIA 8 Biliran)
