NAVAL, BILIRAN – Regional Director Eliasem Castillo of the Department of Agrarian Reform (DAR) installed on Tuesday the new provincial Agrarian Reform Officer (PARO) for this province.

Castillo installed Ismael Aya-ay after agrarian reform Secretary Virgilio de los Reyes designated him as PARO-II thru a special order issued on May 8, 2012.
Aya-ay, 52, replaced Elisea Orapa, who under the same special order was transferred to Southern Leyte after PARO Venerio Yap retired from government service early this month. Orapa was installed to office by Castillo on Monday, May 21.
A career executive service eligible, Aya-ay was the chief of the Beneficiaries Development Coordinating Division (BDCD) and concurrently designated as PARO-1 prior to his new post.
He joined DAR in 1983 as agrarian reform technologist, and was promoted to municipal agrarian reform officer (MARO) during the reorganization of the Department in 1989.
With this movement of officials, the Secretary likewise designated MARO of Naval Noel Salloman as chief of the BDCD in concurrent capacity and Leonora Asaldo as chief of the operations division both for the province of Biliran and were installed to their new posts simultaneously with Aya-ay.
