1. PROJECT NAME: BiliranIsland.com Christmas Contest
(theme shall be solicited from BiliranIsland.com visitors)
The cold breeze that sent shivers to our body once again reminds us that Christmas is just around the corner.
It is in this connection that the people behind BiliranIsland.com will initiate various activities to pave way for this years Christmas celebration to be more memorable not just for the Navalenos and the Biliranons but for the province`s as well.
The main objective of the contests is for everyone to unite and cooperate to produce a craft worthy to be appreciated. The contest also aim to highlight our ingenious craftsmanship. Surely this activity will make this year`s Christmas a bit different.
3. GENERAL APPROACH
3.1 The organizing committee is to submit a project proposal to the office of Hon. Susan V. Parilla, Dr. Sarah Apurillo, Mr. Marlon B. Roa, Hon. Chester Paul Casas and to the Department of the Interior and Local Government to solicit their support/cooperation in the conduct of the contest thereof;
3.2 The organizers shall send lettter of invitation to all barangay captains of the municipality of Naval inviting their respective barangays to participate in the Most Decorated/Lighted Street Contest. The Recycled Lantern/Parol Contest is open to all high school institutions in the province thus close coordination with the DepEd Division Office is imperative and to thos Biliranons who are interested to join.
3.3 The letter of invitation shall include guidelines / mechanics / criteria of the contest. Deadline of submission of letter of intent from participating schools and barangays is not later than November 21, 2008.
3.4 The participating barangays in the most lighted/decorated street should see to it that it covers 100 meters. The entries for the Recycled Lantern/Parol contest shall be displayed at the Naval Municipal grounds.
3.5 For the Most Lighted/Decorated Street Contest, the participating barangay may start decorating and installing of appropriate lights a day after they have submitted their letter of intent . The streets shall be simultaneously lighted on December 1. While for the Recycled Lantern/Parol entries shall be mounted or positioned on December 12.
3.6 Judging of the entries shall be done discretely and winners shall be announced during the program, the date is to be announced.
4. SCOPE OF THE CONTESTS
4.1 The Recycled Lantern/Parol Contest is open to all high school Institutions and interested Biliranons while the Most Lighted Street Contest shall be open to all barangays in the Municipality of Naval.
4.2 The Lantern/Parol must have a minimum hight and width of 1.5 meters but to exceed 2 meters. Recycled materials must be used and proper lighting must be added to enhance aesthetic presentation or visual effect.
4.3 For the Most Lighted Street and Most Lighted House contest, the participants may opt to use any material that will provide visual impact to respective entries. The lighting of the entries shall be done simultaneously on December 1.

-Proper use of recycle materials 30%
-Visual use of lights 20%
-Aesthetic impact/presentation 20%
