Municipal No Resolution No 21, series of 2012. Resolution supporting and endorsing the geothermal exploration project and activity in Brgy. Cabibihan and Brgy. Vincenta, of the municipality of Caibiran, which was approved by the tie-breaker of the vice mayor, is now doomed after one of the signed yes-voters claimed his no comment during the nominal voting was an abstention. Thus a vote of 5-4 in favor of the no-voters.

QUEZON CITY – The patriarch of the Espina political family who served as the municipal mayor of Kawayan town in Biliran province, personally tendered his irrevocable resignation as the municipal mayor of the municipality effective October 21, 2012.


Kawayan Mayor Gerardo S. Espina, Sr., who start serving as the municipal mayor of Kawayan from June 30, 2010 up to the last day he officially resigned from his post, cited in his resignation letter addressed to Biliran Governor Gerardo J. Espina, Jr., his full recovery from his illness and spending the coming years privately with his family as the major reasons for his resignation.

The resignation letter was read by his wife, Asuncion Jimenez Espina, before the invited personalities coming from Biliran province and some members of the Espina family.

The invited personalities from Biliran province who served as witness to the resignation of Kawayan Mayor Gerardo S. Espina, Sr. include Fr. Rene Sedurante, a parish priest in Naval, Jesus P. Naquila, OIC provincial director of DILG-Biliran, Atipolo barangay captain Eduardo Gaviola, the president of the Association of Barangay Captain (ABC) in Naval, Biliran, a team from the Philippine Information Agency in Biliran province led by Flordelis Jackson and provincial staff Mary Lailani Tupaz and Rodrigo Victoria, Marlon Mecaral, the administrator of the Biliranisland.com and the six representatives from Atty. Glenn Chong’s camp.

Tor Bibar, a radio commentator of Radyo Diwa in Tacloban City was also present during the resignation rite.
Kawayan Mayor Espina’s resignation rite took place in the sala of his residence in Balite Drive, Quezon City.

Meanwhile, Biliran Governor Gerardo J. Espina, Jr. said in his message during his father’s resignation rite, that the personal resignation of his father that was witnessed by the invited personalities in Biliran province, was a concrete evidence that his father is very much alive thus would now put an end to the speculations circulating in Biliran province that his father is dead.

He made an appeal to his political opponent to evade his father from political tirades but to focus it on him and his twin brothers Rogelio and Rodolfo.

Both Governor Gerardo J. Espina, Jr and Biliran lone district Congressman Rogelio J. Espina are seeking re-election while Kawayan Vice-Mayor Rodolfo J. Espina is seeking for the mayoralty post in the May 2013 mid-term elections.

Negative reputation. According to some survivors of the Caibiran road accident, the first vehicle to pass by the area was an Eaglestar bus, the driver did not stop the bus and sped off, thinking that a highway robbery had just happened.

Update (July 28, 2012 02:55 pm):

14 victims of the Caibiran road accident were buried today, July 28. The 15th victim was buried ahead last Tuesday, July 24.

Burial. Many people joined the burial entourage of the victims of the recent Caibiran road accident.

13 dead in Elf truck accident on the way to Caibiran early this evening.

The crash site along the highway at Tinago that claimed 15 lives. Driver lost the brakes while the vehicle was descending a sloping portion of the highway. Isuzu Canter-type truck with plate number GHP-109.

NAVAL, Biliran – Thirteen persons died on the spot as an elf type cargo truck met an accident in Barangay Cabibihan in Caibiran, Biliran at around 7:10 this evening, Saturday, July 21.
